This study explored the perceived instructional needs and challenges teachers face when teaching numeracy in the early grades. Numeracy plays an important role in developing learners’ foundational mathematical skills in the early grades. The researchers conducted this study at Gabi Elementary School, Cordova Central Elementary School, and Alegria Elementary School. The study focused on identifying the major difficulties teachers face in teaching numeracy and determining the support they need to improve instruction. It also examined their instructional needs, coping strategies, challenges, and classroom experiences. The researchers gathered the data using a semi-structured interview guide with open-ended questions. Through thematic analysis, the study found that teachers need more training in innovative teaching strategies and in the effective use of manipulatives to increase student engagement and maximize the use of digital resources. The findings also showed that teachers commonly face challenges, including learners' weak foundational skills, limited instructional materials, and limited time. The study recommends that teachers continue to apply creative teaching strategies, such as manipulatives, games, songs, real-life examples, and improvised materials. By utilizing diverse approaches for different learners, experimenting with different techniques for assessing students' learning, and participating in training programs—particularly those focused on technology and learner-centered teaching methods—teachers can also enhance their instruction.

In the context of numeracy development, the involvement of parents plays a significant role in shaping a child's mathematical skills and confidence. Understanding how parents, especially those involved in the Pantawid Pamilyang Pilipino Program (4Ps), engage with their children's numerical development is essential for fostering effective educational support systems. The study assessed the Exploring 4P's Parental Engagement on Children's Numeracy in Primary Grades 1 to 3 at Cordova Central Elementary School in the academic year 2023-2024. This study applied thematic analysis and the qualitative method of research to gather data. The respondents to the study were 26 parents, for a total of 6 respondents chosen through purposive sampling. The results are presented, analyzed, and discussed in a sequential manner, starting with the acquisition of data on the respondents, specifically the parents and teachers, regarding 4P’s parental engagement in children’s numerical development. It showcases the parental engagement of Cordova Central Elementary School's 4P’s parents in their child’s numerical development, highlighting engagement, factors contributing, and challenges faced. However, despite challenges with school involvement, many parents actively teach their children math at home, leading to positive outcomes as children demonstrate understanding and proficiency in numeracy. While numeracy appears manageable in primary grades 1–3, some parents note that literacy poses greater difficulty. The researchers recommend that teachers regularly engage 4P's parents, provide visual learning tools, ensure children's safety by guiding them to school, facilitate parental involvement in numeracy development, foster collaboration between parents and teachers, and encourage positive attitudes and support, while the DSWD monitors fund allocation and holds meetings to enhance parental engagement in their children's education.
